Key Responsibilities
1. HR Strategy & Governance
- Develop and execute HR strategy aligned with the bank’s vision, mission, and Sharia-compliant values.
- Provide strategic advice to senior management on workforce planning, organizational structure, and culture.
- Oversee HR budgeting, workforce analytics, and reporting to management and regulators.
2. Recruitment & Talent Acquisition
- Manage the full recruitment cycle: workforce planning, job descriptions, candidate sourcing, and onboarding.
- Build relationships with universities, training centers, and professional organizations to attract top talent.
- Implement fair and transparent hiring practices in line with Islamic principles.
3. Employee Engagement & Relations
- Design initiatives to foster employee engagement, retention, and job satisfaction.
- Handle employee grievances, conflict resolution, and disciplinary procedures with fairness and compliance.
- Promote diversity, inclusion, and ethical workplace behavior.
4. Performance Management
- Lead the development and monitoring of Key Performance Indicators (KPIs) across all departments.
- Implement structured performance reviews and career development plans.
- Provide coaching and mentoring programs for staff and leaders.
5. Learning & Development
- Identify training needs and establish programs for technical, regulatory, and Sharia-compliance knowledge.
- Develop leadership programs for future managers and executives.
- Promote continuous learning culture through workshops, e-learning, and certifications.
6. Compensation & Benefits
- Design and manage salary scales, bonus systems, and employee incentive programs.
- Conduct market research to ensure competitive and fair compensation.
- Manage employee benefits (healthcare, insurance, allowances, retirement plans).
7. Compliance & Risk Management
- Ensure HR policies comply with Iraqi labor law, CBI (Central Bank of Iraq) regulations, and Islamic banking requirements.
- Oversee employee contracts, internal investigations, and documentation audits.
- Support compliance audits and regulatory inspections.
8. Organizational Development
- Lead initiatives for restructuring, workforce optimization, and succession planning.
- Introduce modern HR technology (HRIS systems, payroll automation, performance dashboards).
- Support change management during digital transformation and new branch openings.
9. Health, Safety & Well-being
- Oversee workplace safety policies in coordination with legal and risk departments.
- Implement wellness programs to support employees’ physical and mental health.
- Ensure COVID-19 and other health compliance measures are applied.
10. Leadership & Team Management
- Lead, mentor, and develop the HR department team.
- Build a strong HR support structure for all 16+ branches across Iraq.
- Act as a cultural ambassador, ensuring values of integrity, trust, and service are upheld.
Requirements
- Bachelor’s degree in HR, Business Administration, or related field (Master’s degree / HR certifications preferred).
- Minimum 7–10 years of HR management experience, preferably in banking or financial institutions.
- In-depth knowledge of Iraqi labor laws, CBI guidelines, and HR best practices.
- Familiarity with Sharia-compliant finance and Islamic work ethics is an advantage.
- Strong leadership, communication, and problem-solving skills.
- Excellent Arabic and English communication (written and spoken).
