Key Responsibilities:
- Leadership and Safety Management:
- Ensure that safety standards and practices are always adhered to.
- Act as the primary authority on all matters related to HSE, offering guidance and direction to rig personnel.
- Collaborate with management to establish, implement, and review HSE strategies and policies on the rig.
- Provide leadership in the development and execution of risk assessments, hazard analyses, and preventive measures.
- HSE Compliance and Regulatory Oversight:
- Ensure that all drilling operations are compliant with local, national, and international safety and environmental regulations.
- Ensure all required permits, certifications, and licenses are current and properly documented.
- Regularly review and update HSE management systems in line with changing industry regulations and best practices.
- Incident Investigation and Risk Mitigation:
- Lead investigations into accidents, near misses, and safety incidents, ensuring thorough root cause analysis and the implementation of corrective actions.
- Maintain a comprehensive system for tracking and reporting safety incidents and their resolution.
- Ensure risk management processes are in place to proactively identify hazards and mitigate risks before they lead to incidents
- Training and Safety Culture Development:
- Oversee the development, coordination, and execution of HSE training programs for all rig personnel, focusing on enhancing safety awareness and competency.
- Conduct regular safety meetings, toolbox talks, and team briefings to communicate risks, lessons learned, and reinforce safety protocols.
- Foster a safety-conscious culture through proactive leadership, encouraging reporting of safety hazards, near misses, and unsafe behaviors.
- Environmental Protection and Compliance:
- Monitor environmental compliance, ensuring the proper handling and disposal of hazardous materials and waste.
- Ensure adherence to spill prevention, control, and containment procedures, as well as other environmental regulations.
- Emergency Response Leadership:
- Act as the HSE lead in emergency response situations, coordinating evacuations, medical interventions, and incident management.
- Maintain emergency response plans and conduct regular drills, including fire drills, well control, and medical emergency exercises.
- Lead post-emergency reviews to identify lessons learned and implement corrective actions to improve future responses.
- Reporting and Documentation:
- Ensure the proper documentation of all HSE activities, including audits, inspections, training records, and incident reports.
- Provide detailed, accurate HSE reports to rig management and corporate safety teams.
- Track and report on safety performance metrics, identifying areas for continuous improvement.
Qualifications and Skills:
- Education/Certification:
- Bachelor’s degree or diploma in Occupational Health & Safety, Environmental Science, or a related field (preferred).
- Experience:
- 5+ years of HSE experience on the Drilling Rigs.
- Extensive experience with drilling operations, risk management, and emergency response planning.
- Skills:
- Strong leadership, communication-English-mandatory, and interpersonal skills.
- Expert knowledge of HSE regulations, industry standards, and risk management techniques.
- Ability to conduct detailed incident investigations and implement corrective actions.
- Proficiency in safety auditing, reporting, and data analysis.
- Ability to effectively train and motivate staff to adopt and maintain high safety standards.
