Job Description

The HSE Officer is responsible for implementing and monitoring the company's Health, Safety, and Environmental (HSE) Management System at site level. Reporting to the HSE Superintendent, the role supports safe operations, regulatory compliance, and adherence to ISO 45001, ISO 14001, ISO 9001, and API Q2 requirements.

Key Responsibilities

HSE Monitoring & Compliance

  • Conduct site inspections, audits, and safety observations.
  • Monitor compliance with Permit-to-Work (PTW), PPE, LOTO, JSA/JHA, and other HSE requirements.
  • Identify hazards, participate in risk assessments, and recommend corrective actions.
  • Ensure contractor compliance with company HSE standards.

Training & Awareness

  • Deliver HSE inductions for employees and contractors.
  • Conduct toolbox talks and safety meetings.
  • Provide HSE guidance and coaching to site personnel.

Incident Management

  • Report, record, and investigate incidents, near misses, and unsafe conditions.
  • Assist in root cause analysis and implementation of corrective actions.

Documentation & Reporting

  • Maintain HSE records, inspection reports, training logs, and corrective action registers.
  • Compile HSE statistics and assist in preparing periodic HSE reports.

Emergency Response & Environmental Protection

  • Support emergency drills and response activities.
  • Provide first aid support when required.
  • Monitor waste management, spill prevention, and environmental compliance.

Authority

  • Conduct inspections and audits across all work areas.
  • Stop or recommend stopping unsafe work where immediate danger exists.
  • Report HSE concerns directly to site management and the HSE Superintendent.
  • Follow up on corrective actions until closure.

Qualifications & Experience

  • Bachelor's degree in HSE, Engineering, Environmental Science, or a related field.
  • Minimum 4 years of HSE experience in oil & gas operations, preferably on drilling or workover rigs.
  • NEBOSH IGC, OSHA 30-Hour, or equivalent certification.
  • Valid certifications in H2S, First Aid/CPR, Firefighting, and Confined Space Entry.
  • Good knowledge of ISO 45001, ISO 14001, Iraqi HSE regulations, and industry best practices.
  • Proficiency in English and MS Office applications.
